voter registration database; updates; counties
Purpose
Requires each county to participate in the statewide voter registration database administered by the Secretary of State (SOS).
Background
The SOS administers a statewide database known as the Access Voter Information Database (AVID) that contains the name and registration information of every registered voter in Arizona. AVID must be accessible to voter registration officials and allow for expedited entry of voter registration information once the information is received from the county recorders. County recorders must provide for real-time electronic transmittal of updated voter registration information to the SOS as part of AVID. Each county may use AVID, or a county may use a voter registration system that is administered by the county subject to the approval of the SOS for compatibility with AVID. Maricopa and Pima County use their own voter registration systems which link to AVID through an interface while the other 13 counties use AVID directly. The county recorder of each county that uses an electronic data processing system or program of their own for voter registration must prepare a detailed explanation of the data processing system and any updates to the system for filing with the SOS (A.R.S. §§ 16-168; 16-173; and EPM, Chapter 1).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires each county to participate in AVID.
2. Makes technical and conforming changes.
3. Becomes effective on the general effective date.
