Purpose

Specifies that the definition of transmission line excludes a substation or switchyard located on the substation, switchyard or generating site to which the line connects.

Background

Transmission line means five or more new structures that span more than one mile in length as measured from the first structure outside of the substation, switchyard or generating site to which the line connects to the fifth structure and that are erected above ground and support one or more conductors designed for the transmission of electric energy at nominal voltages of 150,000 volts or more and all new expenditures or financial commitments for land acquisition, materials, construction or engineering exceeding $50,000 have not been made before August 13, 1971. A transmission line does not include structures located on the substation, switchyard or generating site to which the line connects (A.R.S. § 40-360).

A substation is a high-voltage electric system facility. It is used to switch generators, equipment and circuits or lines in and out of a system. It is also used to change alternating current voltages from one level to another or change alternating currents to direct current. A switchyard is a substation without transformers that functions solitary at a single voltage level (OSHA).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Specifies that a transmission line does not include a substation or switchyard, in addition to structures, that are located on the substation, switchyard or generating site to which the line connects.

2.   Makes conforming changes.

3.   Becomes effective on the general effective date.

Governor's Veto Message

The Governor indicates in her veto message that other approaches to adjust the Power Plant and Line Siting Committee permitting process may be more direct.
