FACT SHEET FOR h.b. 2589

 

emergency medical technicians; military reciprocity

Purpose

Establishes emergency medical care technician (EMCT) certification reciprocity in Arizona for persons who have completed training and testing by the U.S. Armed Forces at a level comparable to the national standards for EMCTs.

Background

The Director of the Department of Health Services (DHS) must adopt standards and criteria for the denial or granting of certification and recertification of EMCTs. Standards must allow DHS to certify qualified emergency medical care technicians who have completed statewide standardized training and testing, or who hold certification with a national certification organization. Standardized training and testing must be consistent with national education standards as determined by the Medical Direction Commission and the Emergency Medical Services Council (A.R.S. § 36-2202).

EMCTs include individuals who are certified by DHS as an EMT, an advanced EMT, an EMT I-99 or a paramedic (A.R.S. § 36-2201).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Allows DHS to certify persons as EMCTs in Arizona if the person has completed EMCT training and testing by the U.S. Armed Forces at a level comparable to national EMCT standards.

2.   Makes a technical change.

3.   Becomes effective on the general effective date.
