cosmetology instructors

Purpose

Entitles a person with at least one year of instructor experience in another state or country and who is licensed as a cosmetologist, aesthetician, nail technician or hairstylist in the other state or country to license reciprocity as an instructor in Arizona. Allows a student enrolled in a school for the purpose of becoming an instructor to be a paid employee.

Background

Current license reciprocity statute allows applicants to receive a license to teach cosmetology in a school if the applicant is a current licensed cosmetologist, aesthetician, nail technician or hairstylist instructor in another state or country. Additionally, applicants may receive a license if the applicant: 1) is at least 18 years old or 16 years old with a high school diploma or its equivalent; 2) is a licensed cosmetologist in another state or country; 3) completes instructor training in another state or country that has instructor education requirements that are substantially equivalent to Arizona's requirements; 4) passes the examination for an instructor license; 5) has 5 years of licensed industry experience within the 10 years preceding application; and 6) meets the Arizona Barbering and Cosmetology Board's requirements (A.R.S. § 32-532).

Students may render services to the public under the direct supervision of an instructor but are prohibited from being paid while enrolled in the cosmetology school as a student (A.R.S.
§ 32-557
).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Entitles a person with at least one year of instructor experience in another state or country and who is licensed as a cosmetologist, aesthetician, nail technician or hairstylist in the other state or country to license reciprocity as an instructor in Arizona.

2.   Allows a student enrolled in a school for the purpose of becoming an instructor to be a paid employee. 

3.   Makes technical and conforming changes.

4.   Becomes effective on the general effective date. 

Amendments Adopted by Committee of the Whole

1.   Clarifies that a person who has at least one year of instructor experience in another state or country and is a current licensed cosmetologist, aesthetician, nail technician or hairstylist in the other state or country is entitled to license reciprocity as an instructor in Arizona.

2.   Makes technical and conforming changes.
