ARIZONA STATE SENATE

governor; inauguration expenses; reporting
Purpose
Requires the Governor's office to publish on its website, within 15 days after the inauguration ceremony, information detailing each organization that organized, supported or funded the ceremony.
Background
The Executive Department consists of the Governor, the Lieutenant Governor, the Secretary of State, the Attorney General, the State Treasurer and the Superintendent of Public Instruction who serve four-year terms upon election (Ariz. Const. art. 5 § 1). A candidate for executive office must be at least 25 years of age, have been a citizen of the United States for 10 years and have been a citizen of Arizona for 5 years before election (Ariz. Const. art. 5 § 2). Statute outlines the powers and duties of the Governor (A.R.S. § 41-101).
A campaign finance report, for contributions that exceed the statutorily prescribed threshold, must include contributions from: 1) individuals; 2) candidate committees; 3) political action committees; 4) political parties; and 5) partnerships (A.R.S. § 16-926). A contribution includes any money, advance, deposit or any other thing of value that is made to a person for the purpose of influencing an election (A.R.S. § 16-901).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires, for a ceremonial event to commemorate the inauguration of the Governor, the Governor's office to post on the public website:
a) the name of each committee or entity that is organizing, supporting or funding the inauguration, including certain tax exempt organizations, and a description of the type of each organization;
b) the name, address and occupation of the chairperson and treasurer of the organization;
c) the name, address and occupation of an individual that donates anything of value to the organization and the amount of the donation;
d) the name and address of any corporation or business entity that donates anything of value to the organization and the amount of the donation; and
e) an itemized list of the amount and type of goods and services purchased by the organization and the name and address of the person or entity providing the goods and services for the inauguration.
2. Requires the Office of the Governor to publicly post the report within 15 days after the inauguration.
3. Becomes effective on the general effective date.
