Overview

Expands requirements for the proposal of initiatives and referendums.

History

The people of this state reserve the power to propose laws and amendments to the constitution. The two powers reserved to the people are initiatives and referendums. Initiatives enable citizens to place proposed statutes and constitutional amendments on the ballot. Referendums allow voters to approve or repeal an act of the Legislature through a popular vote. Under these powers, 10% of qualified electors can propose a ballot measure, 15% of qualified electors can propose an amendment to the constitution and 5% of qualified electors can order a submission of the people to the polls to vote on an act of the Legislature (Art. 4 § 1, Const. of Ariz.).

Provisions

1.   Revises the minimum requirements for the proposals of initiatives and referendums to constitute a percentage of qualified electors from each legislative district. (Sec. 1)

2.   Requires the petitions for statewide measures to be signed by qualified electors from each legislative district. (Sec. 1)
