SB 1311: antihuman trafficking grant fund; appropriation

Overview

Establishes the Antihuman Trafficking Grant Fund (Fund) and appropriates $10,000,000 to the Fund.

History

The Arizona Department of Homeland Security (AZDOHS) is tasked with formulating plans and programs to enhance the ability of Arizona to prevent and respond to acts of terrorism and other critical hazards. AZDOHS provides regional and statewide homeland security strategy, and it coordinates and disburses federal homeland security grant program resources (A.R.S. § 41-4254).

Provisions

1. Establishes the Fund to be to be administered by AZDOHS. (Sec. 1)

2. Instructs AZDOHS to distribute Fund monies to programs that reduce human trafficking in Arizona. (Sec. 1)

3. Requires an antihuman trafficking program, to qualify for fund monies, to either:

a) Work to reduce human trafficking by providing assistance and analytical services to law enforcement agencies; or

b) Provide i) services to victims; and ii) training to prevent and identify human trafficking to law enforcement agencies, prosecutorial agencies and the public. (Sec. 1)

4. Appropriates $10,000,000 from the General Fund in FY 2024 to the Fund. (Sec. 2)

5. Stipulates that the legislature intends this appropriation to be ongoing. (Sec. 2)

6. Exempts the appropriation to the Fund from lapsing. (Sec. 2)

7. Allocates $2,000,000 of the Fund's monies to the Arizona Counter Terrorism Information Center housed within the Department of Public Safety for antihuman trafficking operations. (Sec. 2)

8. Allocates $8,000,000 of the Fund's monies to be awarded as grants to municipal and county law enforcement agencies to reduce human trafficking. (Sec. 2)

9. Limits grants to law enforcement agencies to $500,000 per agency. (Sec. 2)
