Overview
Appropriates $7,600,000 from the State General Fund (GF) to the Law Enforcement Crime Victim Notification Fund (Fund) and $400,000 to the State Treasurer to administer the Fund. Makes various modifications to the Fund.
History
The Fund is administered by the State Treasurer and used by law enforcement agencies in the State to fund the purchase of automated notification software that meets certain requirements to send updates to crime victims on the status of their investigation, report or case via email or text (A.R.S. § 41-180).
1. Appropriates $7,600,000 from the GF to the Fund in FY 2024 through FY 2025. (Sec. 2)
3. Exempts both appropriations from lapsing. (Sec. 2)
4. Adds that tribal and university law enforcement agencies are eligible to receive fund monies. (Sec. 1)
5. Extends uses of Fund monies to include:
a) Multiagency notification software that enables agencies to automatically share status updates with partner agencies; and
b) Conversational artificial intelligence software to allow for bidirectional communication with citizens. (Sec. 1)
6. Alters the Fund so that monies are disbursed as grants instead of reimbursements. (Sec. 1)
7. Permits a city or county to apply to the Fund for up to three years. (Sec. 1)
8. Creates a nine-member Sexual Assault Kit Study Committee (Study Committee) to examine the feasibility of providing crime victims with a tracking system for sexual assault forensic examination kits. (Sec. 3)
9. Directs the Study Committee to issue a committee report by December 1, 2023. (Sec. 3)
10. Repeals the Study Committee on January 3, 2024. (Sec. 3)
Senate Amendments
1. Removes the $7,600,000 and $400,000 appropriations made from the GF to the Fund and State Treasurer, respectively.
2. Places the Automated Crime Victim Notification System (Notification System) under the auspices of ACJC.
3. Transfers the administration of the Fund from the State Treasurer to the Arizona Criminal Justice Commission (ACJC).
4. Alters Fund monies to be subject to continuous, instead of legislative, appropriation.
5. Designates Fund monies to be used by ACJC to pay for law enforcement agencies that choose to use the Notification System.
6. Makes various changes to the requirements for the Notification System.
7. Modifies the membership of the Study Committee.
8. Repeals the Study Committee on October 1, 2024, instead of January 3, 2024.
9. Directs ACJC to include a partnership between at least two vendors for the purpose of expanding ACJC's Notification System.
