"5. may not be developed to meet a goal or target to reduce vehicle miles traveled or other demand management policies or projects.
6. may not include projects that reduce the capacity for or speed of motor vehicle travel.
7. may not be developed in a manner that promotes differential treatment of or provide special benefits to individuals on the basis of race, color or ethnicity."
