HOUSE OF REPRESENTATIVES AMENDMENTS TO H.C.R. 2020

Strike everything after the resolving clause and insert:
1. Article VII, section 7, Constitution of Arizona, is proposed to be amended as follows if approved by the voters and on proclamation of the Governor:
7. Highest number of votes received as determinative of person elected
Section 7. In all elections held by the people in this state, the person, or persons, receiving the highest number of legal votes shall be declared elected, and an election may not allow the ranking of candidates in any manner other than with a single non-transferable vote for one candidate for each office to be filled.
2. Voter intent
The voters of the state of Arizona are concerned with recent attempts to enact systems of ranked choice voting, depriving them of a true choice in their elections and undermining transparency in their elections. The voters wish to make clear that this method of voting is prohibited in this state's constitution.
2. The secretary of state shall submit this proposition to the voters at the next general election as provided by article xxi, constitution of Arizona.
