Page 1, line 4, after "requirements" insert "; reporting requirements; review"

Line 6, strike the second "to" insert "of an average of five minutes over a twelve-month period for"

Strike lines 10 through 15, insert "cities and towns must follow for calculating law enforcement emergency call response times and tracking and reporting the cities' and towns' compliance with the law enforcement emergency call response time requirements prescribed in subsection a of this section.  The policies and procedures must do all of the following:

1. define emergency response time and Law enforcement emergency call.

2. outline the methods and data sources cities and towns must use to calculate law enforcement emergency call response times.

3. Specify the format REQUIRED for submitting the information required pursuant to subsection c of this section.

c. ON or before september 1 of each year, each city and town shall annually submit to the arizona criminal justice commission the following information for the preceding fiscal year:

1. The compliance rate with the requirements prescribed in subsection a of this section.

2. The average law enforcement emergency call response time for the city or town.

3. The average number of law enforcement patrol officers per law enforcement emergency call.

d. On or before october 1 of each year, The arizona criminal justice commission shall compile and publish the information submitted pursuant to subsection c of this section and post the information on the arizona criminal justice commission's website.

e. The arizona criminal justice commission shall annually select a sample of at least ten percent of cities and towns to review compliance with the emergency response time policies and procedures established pursuant to subsection b of this section and shall review the accuracy of the data used to calculate the information submitted pursuant to subsection c of this section.

f. On or before february 1 of the year following the review, the arizona criminal justice commission shall post the results of the annual review prescribed in subsection E of this section on its website.

g. If a city's or town's average annual law enforcement emergency call response time exceeds five minutes, the city or town, within sixty days, shall DEVELOP an action plan to meet the response time requirements prescribed in subsection a of this section.  If the city or town is not in compliance with the law enforcement emergency call response time requirements of subsection a of this section within two years, the city or town shall send written notice to all residents of the city or town.  The written notice shall include information on the response time for law enforcement emergency calls for the previous two-year period and that the city or town has not met the law enforcement emergency call response time requirements prescribed in subsection a of this section.  If a city or town is not in compliance with the requirements of this section within a three-year period, the city or town is considered to be in violation of this section."

"Sec. 3. Appropriation; Arizona criminal justice commission; law enforcement emergency response time review

A. The sum of $500,000 and six FTE positions are appropriated from the state general fund in fiscal year 2023-2024 to the Arizona criminal justice commission to perform a review of law enforcement emergency call response times pursuant to section 9-500.49, Arizona Revised Statutes, as added by this act.

B. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations."
