Line 12, strike the period insert "and who, if licensed by a regulatory authority in any international JURISDICTION, meets all of the following:
1. Has not had a license to practice medicine revoked by a regulatory authority in any international jurisdiction for an act that occurred in that jurisdiction and that constitutes unprofessional conduct pursuant to this chapter.
2. Is not currently under investigation, suspension or restriction by a regulatory authority in any international jurisdiction for an act that occurred in that jurisdiction and that constitutes unprofessional conduct pursuant to this chapter. If the applicant is under investigation by a regulatory authority in another jurisdiction, the board shall suspend the application process and may not issue or deny a provisional license to the applicant until the investigation is resolved.
3. Has not surrendered a license in lieu of disciplinary action by a regulatory authority in any international jurisdiction for an act that occurred in that jurisdiction and that constitutes unprofessional conduct pursuant to this chapter. This paragraph does not prevent the board from considering the application of an applicant who surrendered a license in lieu of disciplinary action by a regulatory authority in another jurisdiction if that regulatory authority subsequently reinstated the applicant's license.
B. THE BOARD SHALL REQUIRE AN APPLICANT for a provisional license pursuant to subsection A of this section TO HAVE ALL CREDENTIALS SUBMITTED FROM THE PRIMARY SOURCE WHERE THE DOCUMENT ORIGINATED, EITHER ELECTRONICALLY OR BY HARD COPY, EXCEPT THAT THE BOARD SHALL ACCEPT PRIMARY-SOURCE VERIFIED CREDENTIALS FROM THE EDUCATIONAL COMMISSION FOR FOREIGN MEDICAL GRADUATES or OTHER CREDENTIAL VERIFICATION SERVICES APPROVED BY THE BOARD.
C. THE BOARD MAY DELEGATE TO THE EXECUTIVE DIRECTOR THE AUTHORITY TO DENY provisional LICENSES TO APPLICANTS WHO DO NOT MEET THE REQUIREMENTS OF THIS SECTION."

A. The sum of $600,000 is appropriated from the state general fund in fiscal year 2023-2024 to the Arizona medical board for the purposes prescribed in section 32-1440, Arizona Revised Statutes, as added by this act.
B. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations."
