Analysis

The bill would appropriate $30,000,000 from the General Fund in FY 2024 for deposit to the On-Farm Irrigation Efficiency Fund.  The fund was established by Laws 2022, Chapter 332 to administer the On-Farm Irrigation Efficiency Pilot Program, which provides grants to reduce use of groundwater, surface water, mainstream Colorado River water or water delivered through the Central Arizona Project.   The University of Arizona Cooperative Extension may also use up to 10% of monies in the fund for program administration costs and up to $1,000,000 for irrigation efficiency demonstration, research, and education.  The program is set to be repealed from and after December 31, 2026.

In December 2022, the Governor's Office allocated $30,000,000 to the On-Farm Irrigation Efficiency Fund from federal funds received by the American Rescue Plan Act (ARPA).
