The bill would repeal the requirement that the Department of Juvenile Corrections (DJC) annually assess a committed youth confinement cost sharing fee to counties with more than 500,000 persons.
Estimated Impact
The bill would reduce the DJC non-General Fund budget by $(8.5) million annually. Prior to the existence of the fee as a fund source, the General Fund covered these expenses in DJC.
A.R.S. § 41-2832 and § 41-2833 establish the DJC Local Cost Sharing Fund to be used for department operating costs and require DJC to annually assess a committed youth confinement cost sharing fee to counties with more than 500,000 persons (Maricopa County and Pima County).
The current assessment totals $8.5 million per year. Of this amount, $6.7 million is assessed to Maricopa County and $1.7 million is assessed to Pima County. The bill would repeal the annual fee, effectively eliminating $(8.5) million in DJC funding. Please see the Local Government Impact section below for the estimated distributions of these monies to counties.
Local Government Impact
The bill would reduce annual expenditures in Maricopa County and Pima County by $(6.7) million and ($1.7) million, respectively. Additionally, the bill would require that the ADOA distribute the remaining monies in the DJC Local Cost Sharing Fund to all counties proportionally based on population upon repeal of the fund. According to the Governor's FY 2024 Sources and Uses of All Major State Funds, the fund has an estimated FY 2023 ending balance of $177,200. Table 1 on the next page includes the estimated distribution of this amount.
