Strike everything after the enacting clause and insert:
"Section 1. Title 35, chapter 1, article 5, Arizona Revised Statutes, is amended by adding section 35-190.01, to read:
35-190.01. Deferral of obligation; future fiscal year; prohibition
Except as provided in section 35-190, subsection B, an obligation of this state that is required by law to be PAID with state general fund monies in one fiscal year may not be deferred in whole or in part for payment in another fiscal year."
