AN ACT

Establishing the transportation electrification study committee.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Transportation electrification study committee; membership; duties; report; delayed repeal

A. The transportation electrification study committee is established consisting of the following members:

1. Two members of the senate, one of whom is appointed by the president of the senate and one of whom is appointed by the minority leader of the senate. The president of the senate shall designate one of these members to serve as a cochairperson of the committee.

2. Two members of the house of representatives, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the minority leader of the house of representatives.  The speaker of the house of representatives shall designate one of these members to serve as a cochairperson of the committee.

3. The director of the department of transportation or the director's designee.

4. A representative who is from an environmental nonprofit organization and who is appointed by the president of the senate.

5. A representative who is from a nonprofit organization that primarily serves historically underserved communities and who is appointed by the speaker of the house of representatives.

6. A representative who is from an electric vehicle manufacturer located in this state and who is appointed by the president of the senate.

7. One representative from each of this state's three largest electric utilities, each of whom is appointed by the speaker of the house of representatives.

8. The executive director of the Arizona league of cities and towns or the executive director's designee.

9. The executive director of the county supervisors association of Arizona or the executive director's designee.

B. The transportation electrification study committee shall do all of the following:

1. Review current laws in this state that could impact the electrification of the transportation sector in this state.

2. Foster public acceptance and awareness of transportation electrification by creating an outreach campaign to educate the general public and lawmakers about electric vehicles and their benefits.

3. Collaborate with local governments, electric utilities, environmental groups, the transportation industry and interested communities to identify the best ways to encourage an economy-wide transition from carbon-fueled vehicles to electric vehicles.

4. On or before July 1, 2023, submit a report regarding the committee’s activities and recommendations for administrative or legislative action to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

C. This section is repealed from and after September 30, 2024.
