electric vehicles; pilot program; appropriation

Purpose

Appropriates $500,000 from the state General Fund (state GF) in FY 2023 to the Arizona Department of Administration (ADOA) for the Electric Vehicle-Ready Homes Pilot Program (Program).

Background

A municipality refers to a city or town organized in accordance with law, including a home rule or charter city. Any municipality requiring the issuance of a building permit shall transmit one copy of the permit to the county assessor and one copy to the Director of the Department of Revenue (A.R.S. § 9-467).

The Board of Supervisors shall require a building permit for any construction of a building or building addition that exceeds $1,000 within its jurisdiction. The building permit shall be filed with the board of supervisors or its designated agent (A.R.S. § 11-321).

S.B. 1150 appropriates $500,000 from the state GF in FY 2023 to ADOA.

Provisions

1.   Requires ADOA to conduct a two-year Program.

2.   Requires ADOA to reimburse the owner of a residential structure the cost of installing an electric vehicle outlet.

3.   Requires the Program to provide:

a)   guidelines and standards to install an electric vehicle charging outlet;

b)   reimbursement for the cost of outlet installation, not exceeding $1,000; and

c)   excludes a person who has received monies for installing electrical outlets or charging stations from a utility.

4.   Allows the ADOA to adopt necessary policies and procedures.

5.   Requires, on or before December 31, 2024, ADOA to submit a report to the President of the Senate, the Speaker of the House of Representatives and the Governor detailing any results, revenues and costs of the Program.

6.   Appropriates $500,000 from the state GF in FY 2023 to ADOA for the purposes of the Program.

7.   Prohibits a municipality from issuing a residential structure building permit for a single-family structure if the residential structure does not have a 208/240-volt, 50-ampere, nema 14-50 branch circuit with a dedicated outlet to charge an electric vehicle in the residential structure's garage or within 10 feet of a parking space on the outside of the residential structure.

8.   Excludes from the prohibition a:

a)   manufactured home;

b)   residential structure that is less than 1,000 square feet;

c)   residential structure in which off-street parking is not provided; and

d)   residential structure in which the addition of a 50-ampere circuit would require the main service to exceed 200 ampere.

9.   Prohibits the board of supervisors from issuing a residential structure building permit for a single-family structure if the residential structure does not have a 208/240-volt, 50-ampere, nema 14-50 branch circuit with a dedicated outlet to charge an electric vehicle in the residential structure's garage or within 10 feet of a parking space on the outside of the residential structure.

10.  Excludes from prohibition a:

11.  Makes technical and conforming changes.
