ARIZONA STATE SENATE

housing trust fund; transitional housing
Purpose
Requires the Arizona Department of Housing (ADOH) to annually distribute up to $1,000,000 from the Housing Trust Fund (HTF) to eligible organizations that operate transitional housing for the purpose of acquiring and renovating property.
Background
The HTF is administered by the Director of the ADOH and consists of monies from the sale of unclaimed property, monies transferred from the Arizona Industrial Development Authority and investment earnings. Monies in the HTF may be spent on constructing or renovating facilities and on housing assistance, including support services for persons who have been determined to be seriously mentally ill and to be chronically resistant to treatment (A.R.S. § 41-3955).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires ADOH to annually distribute up to $1,000,000 from the HTF to organizations that operate or seek to operate transitional housing for acquiring property or renovating existing property.
2. Requires eligible organizations to:
a) require residents to sign a contract that requires the resident to be sober, maintain employment and attend mandatory life skills classes and meetings;
b) offer courses that promote life skills; and
c) provide a pathway to long-term housing.
3. Adds purchasing facilities as allowable uses of monies in the HTF.
4. Makes technical and conforming changes.
5. Becomes effective on the general effective date.
