appropriation; hyperbaric oxygen therapy; veterans

Purpose

Appropriates $3,640,000 from the state General Fund (state GF) in FY 2023 to the Hyperbaric Oxygen Therapy for Military Veterans Fund (Fund).

Background

Hyperbolic Oxygen Therapy involves breathing 100 percent oxygen while in a hyperbaric chamber. The air pressure inside is raised to a level that is higher than normal air pressure. The increased air pressure in the chamber helps the lungs collect more oxygen (FDA).

The Department of Veterans' Services is tasked with administering the Fund. The Fund consists of legislative appropriations, private donations, grants and other monies. Monies in the Fund may only be used for financial assistance to veterans for hyperbaric oxygen therapy. (A.R.S. § 41-610.01). In FY 2019, $25,000 was appropriated from the state GF into the Fund (JLBC).

S.B. 1041 appropriates $3,640,000 from the state GF in FY 2023 to the Fund.

Provisions

1.   Appropriates $3,640,000 from the state GF in FY 2023 to the Fund.

2.   Becomes effective on the general effective date.
