FACT SHEET FOR S.b. 1029

 

appropriation; astronomy discovery center

Purpose

Appropriates $19,600,000 from the American Rescue Plan Act of 2021 (ARPA) to the Arizona Department of Administration (ADOA) in FY 2023 to distribute to Lowell Observatory in Flagstaff, for an astronomy discovery center.

Background

Lowell Observatory is located in Flagstaff, Arizona and is a 501(c)3 nonprofit research institution that studies: 1) the solar system; 2) stellar astrophysics; 3) exoplanetary systems; 4) galactic and extragalactic astronomy; 5) cultural astronomy; and 6) instrumentation research and development (Lowell Observatory).

On March 11, 2021, ARPA was enacted to provide states with financial assistance. As of December 23, 2021, Arizona has received $2,100,000,000 of the total $4,200,000,000 ARPA allocation (JLBC).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Appropriates $19,600,000 from ARPA to ADOA in FY 2023 to distribute to Lowell Observatory in Flagstaff for the capital costs for an astronomy discovery center.

2.   Exempts the appropriation from review by the Joint Committee on Capital Review.

3.   Reverts unexpended monies on June 30, 2026, back to the fund from which the monies were appropriated.

4.   Becomes effective on the general effective date.
