Overview

Asserts the members of the Legislature's reaffirmation of the plenary power with respect to elections.

History

The United States Constitution specifies that the manner, times and places of holding elections for senators and representatives must be prescribed in each state by the legislature.  It also stipulates that Congress may at any time by law make or alter such regulations, except for the places of choosing senators (U.S. Constitution Art. 1, § 4).
