Overview

Directs the Superintendent of Public Instruction (SPI) and the community college districts to enter into a career technical education (CTE) statewide articulation agreement.

History

Currently, statute directs the community colleges and universities to cooperate in operating a statewide articulation and transfer system. This system is to facilitate the transfer of community college students to Arizona public universities to avoid a loss of credit toward a baccalaureate degree and to ensure that the postsecondary education needs of students are met without unnecessary program duplication. The articulation and transfer system must include the process for the transfer of lower division general education credits, general elective credits and curriculum requirements for approved majors. Additionally, statute requires the community college districts and in-state public universities to implement a shared numbering system that identifies the courses that transfer between the institutions and count towards a baccalaureate degree (A.R.S. § 15-1824).

A career technical education district (CTED) is a specialized school district that offers career technical education (CTE) courses. Statute details specific requirements CTE courses and programs must meet. Additionally, a CTE course must be approved by the Career and Technical Education Division within the Arizona Department of Education. CTE courses and programs may be taught at a CTED campus or at participating school districts and charter schools (A.R.S. Title 15, Chapter 3, Article 6).

Provisions

2.   Specifies the agreement must establish a program for credit articulation between secondary and postsecondary education for Arizona CTED programs. (Sec. 1)

3.   Authorizes a secondary student to receive a CTE statewide articulated credit if the student:

a)   Meets all requirements for high school graduation; and

b)   Completes the sequence of courses for at least one CTED program. (Sec. 1)

4.   Mandates the SPI, community college districts and CTEDs work together to maintain an active CTE statewide articulation steering committee to award CTE articulated credit. (Sec. 1)

5.   Instructs the CTE statewide articulation steering committee to maintain the program for credit articulation between secondary and postsecondary education. (Sec. 1)
