Overview
Outlines the process to be used by the Arizona Department of Homeland Security (Department) to acquire a security software enterprise license for state agencies.
History
The Department develops plans to enhance Arizona's ability to prevent and respond to critical hazards, requests grants for homeland security purposes and distributes monies to local jurisdictions and other eligible organizations (A.R.S. S 41-4254).
The Department's mission is to protect Arizona by providing direction and resources to prevent terrorist attacks, enhance border security and heighten cybersecurity efforts, among other goals (Arizona Department of Homeland Security).
Provisions
1. Directs the Department to use competitive bidding to procure a security software enterprise license for use by state agencies. (Sec. 1)
2. Specifies that the security software must meet outlined criteria, including detecting and improving security threats through at least two of the following testing mechanisms:
a) Static analysis security testing;
b) Dynamic testing;
c) Penetration testing; and
d) Software composition analysis. (Sec. 1)

Committee on Appropriations
1. Adds a $2,000,000 appropriation from the state General Fund in FY 2023 to the Department to secure a security software enterprise license.
