HB 2473: firearms; contracts; prohibited practices

Overview

Prohibits this state and its political subdivisions from discriminating against firearm entities when entering into contracts and through investment and procurement policies. 

History

Political subdivisions of this state are prohibited from enacting ordinances, rules or taxes relating to the possession, sale and licensing of firearms and firearm accessories. Additionally, political subdivisions are not authorized to require that firearms or firearm accessories be registered or licensed (A.R.S. § 13-3108).

Companies are required to certify in writing that they will not engage in a boycott of goods or services from Israel when entering into contracts with a value of $100,000 or more with public entities for specified reasons. Additionally, public entities are prohibited from adopting procurements, investments or policies that in effect require a person or company to boycott Israel (A.R.S. § 35-393.01).

2.   Prohibits public entities from adopting investment or procurement policies that has the effect of inducing or requiring a person or company to discriminate against a firearm entity. (Sec. 1)

3.   Defines ammunition, company, discriminate, firearm, firearm accessory, firearm entity, public entity, and trade association. (Sec. 1)
