Page 11, between lines 14 and 15, insert:
"Sec. 3. Title 15, chapter 5, article 1, Arizona Revised Statutes, is amended by adding section 15-512.01, to read:
15-512.01. Noncertificated teachers; literacy instruction; training; assessment
Each noncertificated teacher in this state who provides literacy instruction in KINDERGARTEN programs or in any of grades one through five shall complete the evidence-based science of reading training or coursework as determined by the state board of education under section 15-501,01, subsection C, paragraph 3 and pass a literacy instruction assessment as described in section 15-501.01, subsection C, paragraph 3."
