AN ACT

 

Establishing the transportation funding task force.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Transportation funding task force; membership; duties; report; delayed repeal

A. The transportation funding task force is established consisting of:

1. Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.  The president of the senate shall designate one of these members to serve as cochairperson of the task force.

2. Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.  The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the task force.

3. The director of the department of transportation or the director's designee.

4. The following members who are appointed by the governor:

(a) One member from the Maricopa association of governments.

(b) One member from the Pima association of governments.

(c) One member from the league of Arizona cities and towns.

(d) One member from the county supervisors association of Arizona.

(e) One member from a general contractor association in this state. 

(f) One member from a trucking association in this state.

(g) One member from a transportation association that represents labor.

(h) One member from a rural transportation association.

(i) One member from the autonomous vehicle industry.

(j) Two members from public airports in this state. The public airports shall be located in different counties and at least one public airport shall be located in a county with a population of more than one million persons.

(k) One member from the railroad industry in this state.

B. Appointed members serve at the pleasure of the governor.

C. Task force members are not eligible to receive compensation, but members appointed by the governor are eligible for reimbursement of expenses under title 38, chapter 4, article 2, Arizona Revised Statutes.

D. The task force shall study transportation funding options for this state.  On or before December 15, 2022, the task force shall submit a report regarding the task force's activities and recommendations for administrative or legislative action to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

E. This section is repealed from and after September 30, 2023.
