FLOOR AMENDMENT EXPLANATION
1. Extends the date, from July 1, 2023 to October 31, 2023, by which the Department of Economic Security (DES) must provide an annual incident report.
2. Requires the incident report to include:
a) the number of incident reports received from group homes in the preceding two years;
b) required staff training mandated by the Division of Developmental Disabilities (DDD) after review of the incident report;
c) the annual amount the DDD paid the service provider for group home services;
d) the number of contract sanctions, broken down by reason;
e) the number of service providers from whom the division recouped service payments for Medicaid fraud; and
f) the total number of times medication was distributed to clients.
3. Requires the DES incident report to be categorized by severity level;
4. Prohibits the report from identifying the name or location of any group home.
5. Requires the Program designated entity, by January 1, 2023, to monitor group homes that provide services to clients with complex needs to make outlined determinations.
6. Clarifies quality of care complaints are received by the designated entity.
7. Requires DES to ensure quality of care complaints are forward, rather than transferred, to the designated entity for investigations.
8. Requires DES to provide education to service providers on the requirements of the group home monitoring program and the role of the designated entity.
