Line 12, after "1." insert "Not more than one hundred twenty days after the effective date of this act,"
After line 16, insert:
"3. The department use any federal monies available for the project described in subsection A of this section before spending the monies appropriated in subsection A of this section.
C. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations."
