FLOOR AMENDMENT EXPLANATION
1. Permits a provisional community college district (provisional district) to continue operations until July 1, 2027.
2. Requires, after July 1, 2027, a provisional district to either:
a) convert to a community college tuition financing district; or
b) form a new community college district.
3. Exempts a provisional district from these requirements if:
a) it applies for accreditation from a regional accrediting agency recognized by the U.S. Department of Education or from the Council on Postsecondary Accreditation (Postsecondary Council); and
b) it receives notice from the regional accrediting agency or the Postsecondary Council that the district is eligible for candidacy.
4. Directs a community college district that receives a notice to maintain a regional accreditation and oversight relationship with another district until it receives candidacy status.
5. Makes conforming changes.

Strike lines 3 through 6, insert "may continue to operate until July 1, 2027, and after this date the district shall either convert to a community college tuition financing district pursuant to section 15-1409 or form a new community college district as provided in sections 15-1403 and 15-1404, unless the district meets both of the following:
1. Applies for accreditation from a regional accrediting agency recognized by the United States department of education or from the council on postsecondary accreditation.
2. Receives notice from the regional accrediting agency or the council on postsecondary accreditation that the district is eligible to pursue candidacy.
C. A community college district that RECEIVES notice as prescribed in subsection B, paragraph 2 of this section shall maintain a regional accreditation and oversight relationship with another community college district until THE REGIONAL ACCREDITING AGENCY OR THE COUNCIL ON POSTSECONDARY ACCREDITATION grants THE DISTRICT candidacy status."
