FACT SHEET FOR H.B. 2115

 

motorcycle safety fund; continuation

Purpose

Extends, until July 1, 2025, the deposit of $1 of each motorcycle registration fee to the Motorcycle Safety Fund (Fund).

Background

The Fund consists of monies deposited from motorcycle registration fees and monies from gifts, grants and other donations. The Director of the Governor's Office of Highway Safety (Director) administers the Fund. The Director must use the monies in the Fund to implement and support voluntary motorcycle education, awareness, training and other programs. The Director may use the monies in the Fund to cover the cost of materials for motorcycle safety, education and awareness programs. Up to 10 percent of the monies in the Fund may be used for administrative costs and monies in the Fund are exempt from lapsing.

The fee for motorcycle registration is $9. Of each motorcycle registration fee collected, $1 is deposited into the Fund by the Director of the Arizona Department of Transportation. The authorization for deposits of $1 of each motorcycle registration fee to the Fund sunsets on June 30, 2021 (A.R.S. §§ 28-2003 and 28-2010).

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.   Extends, until July 1, 2025, rather than until July 1, 2021, the deposit of $1 of each motorcycle registration fee to the Fund.

2.   Makes a technical change.

3.   Becomes effective on the general effective date.
