FACT SHEET FOR S.B. 1507

 

appropriation; Santa Cruz community college

Purpose

Appropriates $200,000 from the state General Fund (state GF) in FY 2022 to Santa Cruz County Provisional Community College District for workforce development aid.

Background

The Arizona community college system is comprised of ten college districts and two provisional districts. A community college is an educational institution that is operated by a district board and provides a program not exceeding two years' training in the arts, sciences and humanities beyond grade twelve of the public or private high school course of study or vocational education, including terminal courses of a technical and vocational nature and basic adult education courses (A.R.S. § 15-1401). A community college district may be formed by a single county, two or more contiguous counties or an existing community college district and contiguous counties that are not part of an existing community college district. A proposed district must meet statutorily outlined minimum net assessed valuation and population requirements (A.R.S. § 15-1402).

If a county does not meet the minimum assessed valuation or population requirements to form a district, the area may form a provisional community college district. A provisional community college established after December 31, 2014, is named a community college tuition financing district. A provisional community college district is required to contract with an existing community college district to provide instruction and services to students. Provisional community colleges are not eligible for state equalization aid or state contribution for capital outlay. Provisional districts are a not allowed to issue degrees, certificates or diplomas (A.R.S. § 15-1409). A provisional community college does not receive monies from community college district workforce development accounts (A.R.S. § 15-1472).  

            The Santa Cruz Provisional Community College is a two-year public provisional community college district located in Nogales, Arizona. The Santa Cruz Provisional Community College contracts with Pima County Community College to provide degree programs (Santa Cruz Center).

            S.B. 1507 appropriates $200,000 from the state GF in FY 2022 to the Santa Cruz County Provisional Community College District.

Provisions

1.   Appropriates $200,000 from the state GF in FY 2022 to the Santa Cruz County Provisional Community College District for workforce development aid.

2.   Becomes effective on the general effective date.
