FACT SHEET FOR S.B. 1066

Purpose

            Requires budget units to submit information technology (IT) plans to the Arizona Department of Administration (ADOA) by May 15, rather than September 1, of each year.

Background

            ADOA serves as the statewide coordinator for IT resources and must adopt statewide technical, coordination and security standards for IT. ADOA develops, implements and maintains a coordinated statewide plan for IT that includes evaluating and approving or disapproving budget unit IT plans. Budget units are required to submit IT plans that include quality assurance and disaster recovery plans to ADOA each year by September 1. ADOA evaluates specific IT projects included in budget unit plans, which go through various levels of review and approval, depending upon the project cost (A.R.S. § 18-104).

            A budget unit is a department, commission, board, institution or other agency of the state receiving, expending or disbursing state funds or incurring obligations of the state, except for universities under the jurisdiction of the Arizona Board of Regents, community college districts, and legislative and judicial branches (A.R.S. § 18-101).

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.      Requires budget units to submit IT plans to ADOA on or before May 15, rather than September 1, of each year.

2.      Makes technical changes.

3.      Becomes effective on the general effective date.
