Summary of the Strike-Everything Amendment to SCR 1011

Overview

Declares that the Legislature calls on the President and Congress to take immediate and decisive action to secure the southern border and complete the southern border wall. ☐ Prop 105 (45 votes) ☐ Prop 108 (40 votes) ☐ Emergency (40 votes)	☐ Fiscal Note

History

The border between the United States and Mexico stretches for 1,954 miles along four U.S. states (California, Arizona, New Mexico, and Texas) and six Mexican States (Baja California, Sonora, Chihuahua, Coahuila, Nuevo Leon, and Tamaulipas). The border took its present form after the Gadsden Purchase in 1854.

In January 2017, President Trump signed Executive Order 13767, which declared that it was executive branch policy to secure the U.S.-Mexico border by constructing a wall that would be monitored and supported by sufficient adequate personnel to prevent illegal immigration, drug and human trafficking, and acts of terrorism. To that end, it directed the Secretary of Homeland Security to:

· Plan, design and construct a wall along the southern border and detention facilities using existing federal funding; and

· Hire 5,000 additional Border Patrol agents.

President Biden issued a presidential proclamation on January 20, 2021 that paused construction of this wall until the appropriate executive departments and agencies could develop a plan for redirecting funds that had been used for its construction.
