SB 1539: kinship foster care stipend

Overview
Requires the Department of Child Safety (DCS) to provide a kinship foster care parent with a stipend of $150 per month for each child placed with the foster care parent.
History
DCS is responsible for the following: 1) investigating reports of abuse or neglect; 2) assessing, promoting and supporting the safety of a child in a safe and stable family or other appropriate placement in response to allegations of abuse or neglect; 3) working cooperatively with law enforcement regarding reports that include criminal conduct allegations; and 4) coordinating services to maintain permanency on behalf of the child, strengthen the family and provide prevention, intervention and treatment services (A.R.S. § 8-451).
DCS is required to establish kinship foster care services for a child who has been removed from the child’s home and is in the custody of DCS. The kinship care program (program) must promote the placement of the child with the child’s relative or a person with a significant relationship with the child for kinship foster care (A.R.S § 8-514.03).
The program is charged with streamlining, expediting and coordinating existing services and referrals, preserving families, meeting the protection, development, cultural and permanency needs of children, enabling families to sustain support for child who cannot live with the child’s parents, and promoting the best interests of the child (A.R.S § 8-514.04).
Provisions
