Overview

Increases the final list of persons or firms for procurement of multiple contracts and the number of interviews to 10.

History

The Arizona Procurement Code (APC) applies to every expenditure of public monies by this state through a state governmental unit, with exceptions noted in statute (A.R.S. § 41-2501). The State Procurement Office (SPO) is a division of the Arizona Department of Administration (ADOA) serving as the central procurement authority for the agencies, boards and commissions of this state. Statute designates the Director of ADOA as the central procurement officer of Arizona and empowers the Director to adopt rules governing the procurement and management of all materials, services and construction to be procured by the state and establish guidelines for the inventory, sale, trade or disposal of materials (A.R.S. § 41- 2511).

In determining the persons or firms to participate in any interviews and placed on a final list, the purchasing agency and selection committee must use and consider criteria specified by the purchasing agency. Depending on the type of services provided in the contract, the final list must include up to five persons or firms and the purchasing agency conducting interviews must hold at least three to five interviews or interviews on three to five times the number of contracts that will be awarded (A.R.S. § 41-2479).

Provisions

a)   Between 3 and 5 persons or firms in a procurement for multiple contracts for professional services; or

b)   Up to 5 persons or firms in a procurement for similar job-order-contracting construction services or multiple contracts for different professional services. (Sec. 1)

2.   Modifies the number of interviews that must be held by a purchasing agency for procuring multiple contracts in a single procurement as follows:

a)   A maximum of 10, rather than between 3 and 5 persons or firms in a procurement of multiple contracts for professional services;

b)   A maximum of 10, rather than up to 5 persons or firms in a procurement of multiple contracts for similar job-order-contracting construction services; or

c)   A maximum of 10 persons or firms, rather than 3 to 5 times the number of contracts to be awarded, in a procurement of multiple contracts for different professional services.         (Sec. 1)
