SB 1291: gross weight; vehicles and loads

Overview

Modifies weight limitations for heavy-duty vehicles equipped with idle reduction technology and vehicles operated by an engine fueled primarily by battery electric or hydrogen.

History

Pursuant to A.R.S. § 28-1100, a person is allowed to operate a vehicle on all highways, including toll facilities, subject to the following maximum gross weights:

1)   20,000 pounds, including enforcement tolerances, on any one axle;

2)   34,000 pounds, including enforcement tolerances, on a tandem axle; and

3)   80,000 pounds on a vehicle combination of five axles or more.

The gross weight of a heavy-duty vehicle that is equipped with idle reduction technology and the gross weight imposed on the highway by the wheels of any one axle or axle group of the vehicle is allowed to exceed the statutory weight limitations by not more than 400 pounds or the weight of the idle reduction technology, whichever is less.

The gross weight of a vehicle operated by an engine fueled primarily by natural gas and the gross weight imposed on the highway by the wheels of any one axle or axle group of the vehicle is allowed to exceed the statutory weight limitations, but may not exceed 82,000 pounds or an amount that is equal to the difference between the weight of the vehicle attributable to the natural gas tank and fueling system and the weight of a comparable diesel tank and fueling system, whichever is less.

In order to promote reduction of fuel use and emission because of engine idling, the maximum gross vehicle weight limit and the axle weight limit for any heavy-duty vehicle equipped with an idle reduction technology is required to be increased by a quantity necessary to compensate for the additional weight of the idle reduction system. The weight increase is prohibited from being greater than 550 pounds. A vehicle, if operated by engine fueled primarily by natural gas or means of electric battery power, is allowed to exceed the weight limit on the power unit by 2000 pounds, up to a maximum gross vehicle weight of 82,000 pounds (23 U.S.C. § 127).
