Overview

Requires a child welfare agency to obtain specified identification for a child who has been adjudicated independent and placed with the agency.

History

Child welfare agencies are licensed by the Arizona Department of Child Safety (DCS) and are defined as: 1) any agency or institution that is maintained by a person, firm, corporation, association or organization to receive children for care and maintenance or for 24 hour social, emotional or educational supervised care or who have been adjudicated as a delinquent or dependent child; 2) any institution that provides care for unmarried mothers and their children; and 3) any agency that is maintained by Arizona, a political subdivision or Arizona or a person, firm or corporation, association or organization to place children or unmarried mothers in a foster home. (A.R.S. § 8-501)

The Arizona Department of Transportation may issue a nonoperating identification license to an applicant who does not have a valid driver license or whose driving privilege is suspended. The nonoperating identification license must contain a distinguishing number assigned to the licensee, the full legal name, the date of birth, the residence address, a brief description and a photograph of the licensee and the licensee's signature. A nonoperating identification license is to only be used for identification purposes and does not grant authority to operate a motor vehicle. (A.R.S. § 28-3165)

a)   A nonoperating identification license; or

b)   A photograph, if the child does not qualify for a nonoperating identification. (Sec. 1)
