Overview

States the opposition of the members of the Legislature to any attempt by the federal government to grant statehood to Washington, D.C.

History

Article I, Section 8, Clause 17 of the United States Constitution states that Congress has the power to exercise exclusive legislation in all cases whatsoever over the District that is the seat of government of the United States.

H.R. 51 is a federal bill that provides for the admission of the state of Washington, Douglass Commonwealth, into the United States.  This state would be composed of most of the territory of the District of Columbia and the commonwealth must be admitted to the Union on an equal footing with the other states.

Provisions

1.   Informs Congress of the opposition of the members of the Legislature to any attempt by the federal government to grant statehood to Washington, D.C. because this effort would directly violate the United States Constitution.

2.   Expresses the opposition of the members of the Legislature to H.R. 51 and any subsequent enactment of the terms of such proposal and implores the members of the United States House of Representatives and Senate to oppose the same.

e)   Each president of the Senate of other state legislatures.
