HB 2524: counties; cities; towns; COVID expenditures

Overview
Requires each county, city and town to produce a report of all expenditures made in fiscal year (FY) 2020 and FY 2021 from each COVID-related federal or state fund source.
History
The Public Health Emergencies Fund is established in statute and consists of legislative appropriations. The monies in this fund are authorized to be spent for public health emergency responses of this state following a state of emergency declaration by the Governor (A.R.S. § 36-122).
A.R.S. § 41-110 establishes the Crisis Contingency and Safety Net Fund that consists of monies appropriated to the fund and monies that are received by the Office of the Governor from any lawful public or private source. Monies in this fund may only be spent after a state of emergency declaration by the Governor and only for forms of economic assistance during the state of emergency.
Provisions
1. Specifies that on or before September 1, 2021, each county, city and town must produce a report that includes all expenditures made in FY 2020 and FY 2021 from each COVID-related federal or state fund source. (Sec. 1)
2. Stipulates that the report must delineate the specific amount and source of each expenditure, including expenditures of the following:
a) Full-time equivalent employee positions, employee-related expenses and total salaries;
b) Equipment;
c) Operating costs;
d) Monies allocated to contracted entities, delineated separately for each contracted entity; and
e) Monies distributed to business entities to provide assistance to continue operating, delineated separately for each business entity by type of business, amount distributed and requirements to receive the monies. (Sec. 1)
3. Directs the county, city or town to submit the report to the following:
a) The Governor;
b) The President of the Senate;
c) The Speaker of the House of Representatives; and
d) The Joint Legislative Budget Committee. (Sec. 1)
4. Defines COVID-related federal or state fund source. (Sec. 1)
