Overview

Establishes the Urban Air Mobility Study Committee (Committee).

History

The Arizona Department of Transportation (ADOT) under the Aeronautics Division is required to cooperate with all state, local and federal organizations to encourage and advance the safe and orderly development of aviation in Arizona (A.R.S. § 28-8242).

Aircraft operating in Arizona must conform to design, construction and airworthiness standards prescribed by the United States or the appropriate federal agency for the navigation of aircraft subject to its jurisdiction. It is unlawful for a person to navigate an aircraft in this state unless it is licensed and registered by the appropriate agency of the United States in the manner prescribed by regulations of the United States or the appropriate federal agency (A.R.S. § 28-8272).

A.R.S. Title 28, Chapter 25 outlines state aviation regulations for aircraft operations, registration and airports in general.

Provisions

a)   Three members of the Senate who are appointed by the President of the Senate, not more than two of whom are members of the same political party and one designated as co-chairperson of the Committee;

b)   Three members of the House of Representatives who are appointed by the Speaker of the House of Representatives, not more than two of whom are members of the same political party and one designated as co-chairperson of the Committee;

c)   The chief executive officer of the Arizona Commerce Authority of their designee;

d)   The director of the Department of Public Safety or the director's designee;

e)   The director of ADOT or the director's designee;

f) A member of the Arizona Technology Council who is appointed by the Governor;

g)   A representative from the League of Arizona Cities and Towns who is appointed by the Governor;

h)   Two members from cities with populations greater than 250,000 persons, each from different cities and appointed by the Governor;

i)   One member from a city with a population of less than 100,000 persons who is appointed by the Governor;

j)   One representative from a university in Arizona who is appointed by the Governor;

k)   One representative from a community college in Arizona who is appointed by the Governor;

l)   Three members from the urban air mobility industry who are appointed by the Governor;

m) A member from an organization in Arizona that helps persons with disabilities who is appointed by the Governor;

n)   A member from an organization in Arizona that represents underserved transportation areas who is appointed by the Governor; and

o)   A representative of an airport located in a county with a population of more than 1,000,000 persons who is appointed by the Governor. (Sec. 1)

2.   State that appointed members serve at the pleasure of the person who made the appointment. (Sec. 1)

3.   Stipulates that Committee members are not eligible to receive compensation, but members appointed by the Governor are eligible for reimbursement of expense pursuant to statute. (Sec. 1)

4.   Requires the Committee to:

a)   Review current laws in Arizona that could impact the urban air mobility industry and discuss necessary revisions;

b)   Identify potential laws in Arizona that will create jurisdictional consistency for urban air mobility operations throughout the state;

c)   Foster public acceptance and awareness by creating an outreach campaign to educate the general public and lawmakers about urban air mobility technology and its benefits;

d)   Collaborate with local governments to identify the best ways to integrate urban air mobility into transportation plans; and

e)   Submit a report regarding the Committee's activities and recommendations for administrative or legislative action to the Governor, the President of the Senate, Speaker of the House of Representatives and Secretary of State by July 1 2022. (Sec. 1)

5.   Sunsets the Committee on October 1, 2023. (Sec. 1)
