Overview

Stipulates that a tamper-evident locking device must be used on any electronic pollbook or voting machine where there can be physical or electronic access.

History

During elections the door or other components of the voting machine may not be opened or unlocked, or the counters exposed except for good and sufficient reasons, a statement of which must be made and signed by the election officers and attached to the returns.  The voting machine must be placed and protected so that it is accessible to only one voter at a time and is in full view of all election officers and observers at the polling place.  Current statute requires one election official to attend the voting machine, and the other officers must attend the pollbooks and perform the duties of election officials as provided by law (A.R.S. § 16-570).

Provisions

1.   Requires a tamper-evident locking device to be used on any electronic pollbook or voting machine where there is a port, plug, door or other method of physical or electronic access. (Sec. 1)

2.   Mandates that the locking device have a unique numbering system to prevent any unauthorized access to the electronic pollbook and voting machine. (Sec. 1)
