Overview

Excludes the State Treasurer from being considered a budget unit overseen for information technology functions by the Arizona Department of Administration.

History

The Arizona Department of Administration (ADOA) is responsible for government information technology (IT) functions (A.R.S. § 18-102).

A budget unit is a department, commission, board, institution or other agency of Arizona that receives, expends, or disburses funds or incurring obligations of the State. This definition encapsulates the Arizona Board of Regents but excludes universities under the jurisdiction of the Board of Regents, the community college districts, and legislative and judicial branches (A.R.S. § 18-101).

ADOA is required to develop, implement, and maintain a coordinated statewide plan for IT, which includes the following: 1) adopting statewide technical, coordination and security standards for IT; 2) serving as statewide coordinator for IT resources; 3) developing a statewide disaster recovery plan; 4) developing a list of approved department projects by priority category; 5) developing a detailed list of IT assets that are owned, leased or employed by this state; and 6) evaluating IT projects relating to an approved budget unit and statewide IT plans.

ADOA is required to advise each budget unit as necessary, provide IT consulting services to budget units and maintain all otherwise confidential information received by a budget unit. ADOA is allowed to examine all books, papers, records and documents in the office of any budget unit and can require a state officer of the budget unit to furnish information or statements as necessary (A.R.S. § 18-104).
