Overview
Allows a student enrolled in an approved career technical education district (CTED) program to generate an average daily membership (ADM) for instruction received during any day of the week and at any time.
History
ADM is the total enrollment of fractional students and full-time students, minus withdrawals for the first 100 or 200 days of the school year (A.R.S. 15-901). Statute requires that public schools meet for at least 180 days each school year (A.R.S. 15-341.01).
ADM calculation for a student who participates in a CTE program or course differs as follows:
1) A student who is enrolled at a school district or charter school and a CTED course or program on a satellite campus may generate up to 1.25 ADM;
2) A student who is enrolled at a school district or charter school and a CTED course or program at a centralized campus may generate up to 1.75 ADM; and
3) A student who is enrolled at a school district or charter school and a CTED course or program at a leased centralized campus may generate up to 1.75 ADM.
A school district or charter school and CTED must determine ADM apportionment for students. However, the apportioned amount may not exceed 1.0 ADM for either entity (A.R.S. § 15-393).
A satellite campus means a facility that is owned or operated by a school district or charter school and that offers CTED programs or courses. A centralized campus means a facility that is owned and operated by a CTED and that offers CTED programs or courses. A leased centralized campus means a facility that is leased and operated by a CTED that offers CTED programs or courses (A.R.S. § 15-393).
Provisions
1. Allows a student in an approved CTE program provided by a satellite campus, centralized campus or leased centralized campus to generate an ADM for instruction received during any day of the week and at any time between July 1st and June 30th of each fiscal year. (Sec. 2)
2. Prohibits the Arizona Department of Education from restricting the instructional time by limiting the particular days of the week or time of the fiscal year for instruction to occur. (Sec. 2)
3. Allows a CTED to operate for less than 180 days per year, with expanded hours of service. (Sec. 2)
4. Contains a legislative intent clause. (Sec. 3)
