AMENDMENT EXPLANATION
Appropriates
the following from the State General Fund to DES to distribute to Area Agencies
on Aging for provider rate increases:
1.
$24,300,000 in FY 22.
2.
$32,700,000 in FY 23.
3. $49,100,000 in FY 24.
Appropriates the following from the State General Fund to
AHCCCS for Arizona long term care system provider rate increases for providers
that serve elderly and physically disabled individuals:
1. $54,329,800
in FY 22.
2. $72,722,900
in FY 23.
3. $109,084,300
in FY 24.
Holds counties harmless from the increases related to the
ALTCS provider rate increases.
Appropriates $150,000,000 from the State General Fund to
DES in FY 22 for provider rate increases for developmental disability service
providers.

"Sec. 136. Appropriations; department of economic security; Arizona health
care cost containment system; provider rate increases
A. In
addition to any other monies appropriated in the following fiscal years, the
following sums are appropriated from the state general
fund in the fiscal years indicated to the department of economic security to distribute to area agencies on aging created pursuant to
the older Americans act of 1965 (P.L. 89-73; 79 Stat. 218; 42 United States
Code sections 3001 through 3058ff) for provider rate increases:
1. $24,300,000
in fiscal year 2021-2022.
2. $32,700,000
in fiscal year 2022-2023.
3. $49,100,000
in fiscal year 2023-2024.
B. In
addition to any other monies appropriated in the following fiscal years, the
following sums are appropriated from the specified
sources in the fiscal years indicated to the Arizona health care cost
containment system for Arizona long-term care system provider rate
increases for providers that serve elderly and physically disabled individuals:
1. $54,329,800
from the state general fund and $147,714,400 in federal medicaid authority in
fiscal year 2021-2022.
2. $72,722,900
from the state general fund and $169,848,400 in federal medicaid authority in
fiscal year 2022-2023.
3. $109,084,300
from the state general fund and $254,772,600 in federal medicaid authority in
fiscal year 2023-2024.
C. In
addition to any other monies appropriated in fiscal year 2021-2022,
$150,000,000 from the state general fund and $330,000,000 in federal
expenditure authority are appropriated to the department of economic security
in fiscal year 2021-2022 for provider rate increases for developmental
disability service providers.
D. The
legislature intends that the appropriations made in subsections A and B of this
section be considered ongoing funding in future years.
E. Notwithstanding
any other law, counties are not required to provide any portion of the funding
for the ongoing provider rate increases specified in subsection B of this
section."
