FLOOR
AMENDMENT EXPLANATION
1. Creates equity in the licensing rights between Indian tribe license
holders and non-Indian tribe license holders by granting
all event wager license holders doing business in the state of Arizona
with a license issued by the Department of Gaming equal licensing
rights and opportunities in Arizona’s commercial gaming enterprise.
2. Clarifies a designated number of event wagering operating
licenses that the Department of Gaming is authorized to issue.
3. Increases the number of licenses to eligible
Arizona Indian Tribes from “not more than 10” to 23 licenses.
4. Designates one event wagering operating license for each
federally recognized tribe in the state of Arizona.

Clarifies that the Department
of Gaming can issue only one event wagering operating license per eligible
applicant, whether an Indian tribe or a sports owner, franchise or respective
designee.
