Explanation of Revision

 

This revised note reflects information from the Department of Economic Security (DES) received after publication of the original note.  DES states that they anticipate that individuals who would be eligible for full-time child care assistance under the bill would already be receiving full-time child care assistance, thereby eliminating the estimated impact under the original note.

 

Description

 

This bill would allow DES to waive the work requirement for child care assistance if an individual is enrolled in a full-time accredited education institution, remedial educational activity, or technical or trade certification program and currently receiving DES child care assistance.

 

Estimated Impact

 

DES estimates that the bill will have no impact on the usage of child care assistance.  DES expects that they would incur costs of $13,600 to update the Arizona Child Care Automated Tracking System (AZCCATS). This expense would likely be paid from the federal Child Care Development Fund Block Grant.

 

A previous version of this fiscal note from our office stated an estimated impact of $6.8 million. This revised note reflects updated information from DES.

 

Analysis

 

Under current law, persons receiving child care assistance for education and training must also be working at least 20 hours per week. The bill would permit full-time child care for individuals pursuing education or training as long as it continues to be reasonably related to the individual's employment goals. Additionally, the education or training must lead to employment in an occupation with starting wages sufficient to eliminate that individual's need for future public assistance once employed.

 

DES states that individuals who would be eligible for full-time child care under this bill are already receiving Temporary Assistance for Needy Families (TANF) Cash Assistance or Low Income Working child care in which an educational component is one of the qualifying factors.  Because the bill limits the waiver to individuals currently receiving full-time assistance, it does not increase child care expenses to the agency. DES also reports estimated costs of $13,600 for programming costs in order to update its child care management system.
