AN ACT
amending title 19, chapter 1, article 2, Arizona Revised Statutes, by adding section 19-111.02; relating to initiative and referendum.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 19, chapter 1, article 2, Arizona Revised Statutes, is amended by adding section 19-111.02, to read:
19-111.02. Approval of description; declaratory judgment for declaratory relief; appeal
At any time before a person or organization submits an application for initiative petition or referendum petition, a political committee that intends to support the proposed law, constitutional amendment or referral may file an action in the superior court for a determination of whether the description of the principal provisions of the measure prescribed by section 19-101 or 19-102 is lawful and sufficient. After the superior court issues a judgement, either party may appeal the matter to the supreme court. Once a judgment in the matter becomes final, no further action may be filed by any person regarding the description of the principal provisions of the measure.
