AN ACT

 

requiring COUNTIES, cities and towns to report expenditures related to the covid-19 pandemic.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Counties, cities and towns; COVID expenditures; report; definition

A.  On or before September 1, 2021, each county, city and town shall produce a report of all expenditures made in fiscal years 2019-2020 and 2020-2021 from each COVID-related federal or state fund source.  The report shall delineate the specific source and amount of each expenditure, including expenditures for the following:

1.  Full-time equivalent employee positions, total salaries and employee-related expenses.

2.  Equipment.

3.  Operating costs.

4.  Monies allocated to contracted entities, delineated separately for each contracted entity.

5.  Monies distributed to business entities to assist the business entities to continue to operate, delineated separately for each business entity by type of business, amount distributed and requirements, if any, to receive the monies.

B.  The county, city or town shall submit the report to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the joint legislative budget committee.

C.  For the purposes of this section, "COVID-related federal or state fund source" means each of the following:

1.  The 2020 Coronavirus Preparedness and Response Supplemental Appropriations Act (P.L. 116-123).

2.  The Families First Coronavirus Response Act (P.L. 116-127).

3.  The Coronavirus Aid, Relief, and Economic Security Act (P.L. 116‑136).

4.  The Paycheck Protection Program and Health Care Enhancement Act (P.L. 116-139).

5.  The 2021 Consolidated Appropriations Act (P.L. 116-260).

6.  The public health emergencies fund established by section 36‑122, Arizona Revised Statutes.

7.  The crisis contingency and safety net fund established by section 41-110, Arizona Revised Statutes.

8.  The Arizona coronavirus relief fund established pursuant to section 41-1504, Arizona Revised Statutes.

9.  The title VI – coronavirus relief fund established pursuant to section 35-142, Arizona Revised Statutes.
