FLOOR AMENDMENT EXPLANATION
1. Removes the requirement that a county recorder send a voter registration card to each registered voter at least every two years.
2. Allows a special district that is not primarily supported by taxes to provide an early ballot affidavit that:
a) Is not designed to fit inside the return envelope; and
b) Does not include the voter's date of birth and identification information.

Renumber to conform
Page 2, between lines 10 and 11, insert:
"D. notwithstanding subsections A and C of this section, a special district that is not primarily supported by taxes may provide an early ballot affidavit that is not designed to fit inside the return envelope."
Page 3, after line 6, insert:
"D. notwithstanding subsections A and B of this section, a special district that is not primarily supported by taxes may provide an early ballot affidavit in a format that does not include the voter's date of birth and the voter information prescribed by subsection a of this section."
