Page 4, between lines 32 and 33, insert:
"N. If a participating school contracts with an approved independent school improvement expert from the partner network list identified by the state board of education pursuant to subsection J of this section, the independent school improvement expert shall receive fifty percent of its payment at the time the contract is entered into. The remaining fifty percent shall be disbursed to the independent school improvement expert if the participating school improves by at least one letter grade pursuant to section 15‑241, Arizona Revised Statutes, within one year."
